Tracy McCraner has worked in Public Finance for 32 years. She has been with the City of San Diego, currently as the City Comptroller and Finance Director for 28 of those 32 years starting after graduating with an accounting degree from SDSU. She has also been the Finance Director & City Treasurer for Newport Beach, CA and with the San Diego County Water Authority (SDCWA). Memorable projects have been:
  • Working on 7 consecutive Fiscal Year 2003 through Fiscal Year 2009 CAFR audits (over 2 a year period) for the City of San Diego during the SEC investigations during Fiscal Years 2005-2007, the results of which allowed the City to regain access to the bond markets in 2009.
  • Streamlining and efficiency programs at the City of Newport Beach involving outsourcing parking meter operations, contracting out for Police helicopter services and negotiations with various employee groups saving the City millions of dollars each year in cost savings and revenue enhancements.
  • Leading the SDCWA financing team on the $1 billion water desalination plant P3 financing for the largest desalination plant in the Western Hemisphere.
  • Combining the City Comptroller’s Office and the Financial Management Departments within the City of San Diego into one high performing Department of Finance, saving half a million dollars annually and improving customer service city-wide.
